Measure M is a citizens’ initiative that prohibits short-term rentals (STRs) in residential districts outside the coastal zone. Measure M qualified for the November 6, 2018, ballot. City voters overwhelmingly approved it. The City of Pacific Grove is solely responsible for enforcing Measure M. However, the City’s code compliance process only begins when a complaint has been received.

In Pacific Grove, no complaint means no enforcement.
